Hi- My husband and I are very interested in adopting a child between the ages of 2-10 from Puerto Rico. My parents were born and raised in Puerto Rico and my husband and I have spent a good deal of time there over the years. We were under the impression that this is a difficult task. Can anyone give us any guidance?

Sophia: HI, If you have the homestudy already is easier. You sibmitt the homestudy to the San Juan Office with conformation so you can know if it arrived, and because you want a bigger child it will be more easier. No Norrmally the people who want to adopt here want a baby meaning from 0 months -3 years old. I don't know if you can read understand spanish very well but in this site there is a part with all the addresses of el Departamento de la Familia (that is what we called it here ) and write down the San Juan address Write it in attention to Norma Fernandez. We just moved from VA (Oakton) to NC (RTP) and are also in the process of adopting from PR! My husband's father is from PR, where he still has a lot of relatives. We sent our original homestudy to San Juan in May 2005 and have had NO RESPONSE since then! Due to our move over the summer to NC, we are now in the process of updating our homestudy, which must then be resent to PR.
Is your adoption process moving forward? Were you successful in establishing contact with Ms. Fernandez? Is she responsible for the Interstate Compact process?
I am eager to hear your advice as I'd begun to lose hope that this would be possible.

Mrs. Fernandez is just the first step of the process. When you have a homestudy already done the process advance a little more.
In PR the first step of the process is to go to a Orientation (that is Mrs Fernandez job) and she advice you about evey question you have about the process then normally comes 2 interviews asking everything about your home your husband and you. Then when the child comes available then ADFAn locates the child in your home.
In the case of Sohia and yourself it is a little bit different. If you have the homestudy ready you send it to the San Juan ADFAN Office by certified mail and then the process begins.
PR doesn't have the Interstate Compact. I suggest that you resend your study and when you receive the certified receipt back, begin to cal to the San Juan region to know the status of your homestudy.
Don't loose hope because at the end you will enjoy having a child as I did.

Thank you SO much for responding! Do you work at the Departmetno de La Familia? We initially sent our homestudy to Elizabeth Diaz via FedEx last May, and have heard nothing from the Departmetno de La Familia since then.
By the end of February, we hope to have our new updated homestudy (because of our move to North Carolina last summer) complete. To whom do we send it then?
I am confused about the different regions in PR. Do we need to send our homestudy to each region? With whom do we follow up in PR once our homestudy is sent?

No I don't work with ADFAN eventhough I work with the government. You have to sen your homestudy updated but I suggest instead to send it directly to ADFAN in care of Mrs. Norma Fernandez San Juan Region. You don't have to send it to all the ADFAN regions that is done by a consent you give later on by the department.
In PR there is only one agency in charge of the adoption process and that is ADFAN and its from the government. There are 10 regions of ADFAn that cover all 78 counties.

Krissa and Sophia: Do not give up on adopting in PR. We adopted three children ages 2-10 in 2004 and can't think of my life without them. We hand delivered our homestudy to PR. We called ahead and set up an appointment. We were seen by Zaida Hernandez on a Wed morning. About an hour after leaving their office, we got a call about the children. We had originally asked to adopt two children ages between 4 and 10. They called us about a group of 3 siblings and we said yes! We had not specified gender or race and that makes it easier. We left it in God's hands...we knew that he would pick the children that needed us the most. Don't give up...if you can, hand deliver it.
You can deduct all those expenses on your taxes...good luck!

Chachi, Thank you SO much for your encouragement. The whole process thus far has been so confusing as there has not been any communication from the PR side. Until your message, we've not been given a clear answer as to whom we should present our homestudy. Can you tell me what Ms. Hernandez's position is? Is she the person responsible for Interstate Compact issues? Have you ever heard of Elizabeth Diaz? (to whom we originally sent our homestudy and from whom we've not heard back yet). How did you decide to hand deliver the homestudy? Did you feel it necessary to forward copies of the homestudy to each region, or were you confident "central San Juan headquarters" to disseminate the information on your behalf? I am extremely grateful for your kind guidance with all of this. We do not want to give up! What a blessing to hear about your three beautiful children. We too, believe that God has a son for us, and he will be made known to us when the time is right. Hard however, to remain faithful and patient when we are so eager. Looking forward to your reply. Mrs Hernandez is a social worker in charge to bring the children to US and arrange and in the case of Elizabeth Diaz is the adoption specialist that approve the trips in the adoption proces to US.

Hi. There is no such thing as a photolisting of our children ready to be adopted. I don't know exactly the ADFAN address but you can call 787-724-8585 and ask for the adoption unit they will give you the exact address to send your homestudy.

The mailing address for Elizabeth Díaz, Adoption Specialist at ADFAN is PO Box 194090, San Juan PR 00919-4090, while the physical address is 58 Calle Sevilla, 7th Floor, San Juan PR 00917.
